This is where all documents relating to the Senate are stored; such as final copies of laws that have past or any other important documents relating to the function of the Senate. They will be listed as follows: first will be the Imerial carter, then Senate policies and procedures and finally the final drafts of laws that have been past.

It is the purpose of this document to define the laws, policies, and leaders of the Imperial Republic. It is the purpose of the Imperial Republic to bring peace and order to the galaxy. A message explaining the reasons of type of leadership and government is included.

Citizens of the galaxy, I come here to help bring the peace you wish for, to protect and defend your lives and homes, and to make life better in general for you, and help you in as many ways as is possible by a galactic government (as well as locally through local governments). There are several types of government that we have seen rise and fall in history. Some of us have lived through those times. I, personally, have seen the effectiveness of all of those types of government. A government based solely on democracy can make sure that no one welds too much power unless the people wish it to be so. However, the decision making process is much to slow, and it is rare to get two parties or more to agree on the same specific issues. Often times citizens will focus on enforcing certain laws to their fullest extent or where they do more harm to others (just for personal gain) as opposed to doing what is ‘right’. Dictators (and most politicians in general) crave much power and money, generally making the majority of their citizens’ lives miserable, caring about no one save themselves. The term “imperial” is of an “empire” whereas “republic” is of a democratic government. Both of these have proved both effective in the past, but have also had their own downfalls and often the switching to the other solved the problems. From henceforth, our government, the government of the entire galaxy, will be of both; ‘imperial’ and ‘republic’. In order to maintain peace, stability, and order, a supreme executive person shall the ultimate leader while the senate still makes laws. A supreme executive is necessary to make sure that the ‘right’ decisions are made, and not ‘wrong’ decisions because of what is listed in the law. The authority and power of all leaders and bodies will be defined in the Imperial Charter. Thus, our government’s name, the Imperial Republic.

Supreme Ruler of the Imperial Republic


Section 1-Status Types

There are four types of status that a person will be classified as in the Imperial Republic. The first one, the highest, will be known as “Royal”. All members in holding this status will be addressed specifically as defined in the Royal Authority Section of this document; second, is the Imperial Senate; third, is the Imperial Republic Defense Force, aka, Military; fourth, will be civilians/citizens. The citizens will not be powerless. They will also be entitled to special positions and titles within the local, sector, and galactic government systems and organizations.

Section 2-Royal Authority Section
It is the purpose of this article to define the authority, description, and specific responsibilities and duties of members of Royal status and list the top of the ‘chain-of-command’ for the government.

Article 2.2.a-Supreme Ruler

The position of the Supreme Ruler is that of the Emperor/Empress. The Supreme Ruler will be addressed as “Your Majesty” (if Emperor/Empress, however in the rare occasion that the Supreme Ruler has no spouse, then he/she will be a High Prince/Princess and addressed as “Your Highness” or:) and “sire” and “My Lord” and other such titles that of a sovereign. The Supreme Ruler will have full executive, legislative, and judicial authority over all departments, organizations, government bodies, local governments, etc. No person, group, organization, or government body may overturn the Supreme Ruler’s decisions or commands. The term of the Supreme Ruler is for life, resignation, or if removed by a unanimous vote of all of the following bodies: Royal High Command, High Council, Royal Command, Imperial Senate. If removed, the First Heir to the Throne will be selected as the Supreme Ruler or if voted otherwise by a ¾ vote of the bodies above the Grand Vizier will take the position, or as in order by Supreme Law. The Supreme Ruler’s word is law. The Supreme Ruler cannot be appointed nor elected. Any part of this charter referring to the Supreme Ruler also includes the Royal Imperial Throne as a majority, the Grand Vizier by himself/herself, unless used with the words Supreme Ruler only.

Article 2.2.b-Additional Positions

The Supreme Ruler shall be the Supreme Commander-in-Chief of all Forces, Royal, Imperial, military, government, or civilian; the Supreme Ruler exceeds that of any other ‘in-Chiefs. The Supreme Ruler is the President of the Senate, with an ultimate veto that cannot be overturned. As President of the Senate, he/she can expel any member of it, revamp the Senate (all members expelled and new ones voted or selected), or deactivate the Senate, shutting it down until reactivated, and giving its powers to the Supreme Chancellor or other governing body. The Supreme Ruler shall be the Supreme Moff, giving him full governor powers over all governors of all sectors, planets, and regions. The Supreme Ruler shall be the Supreme Ambassador-in-Chief and Chief of State, having full authority to act on behalf of the Imperial Republic with foreign bodies of governments or organizations, with all powers. The Supreme Ruler is the Chairman of both Royal High Command and Royal Command, chairman of the High Council, and head of the Royal Family, with full executive, legislative and judicial powers over all bodies. If the Supreme Ruler is not married, he/she will have the title of High Prince/Princess. When/if the Supreme Ruler becomes married his/her title will be that of Emperor/Empress and the spouse will hold the opposite title. Their will only be one Supreme Ruler at any time. The spouse of the Supreme Ruler will have all powers of the Supreme Ruler under the Supreme Ruler or as initiated and directed by the Supreme Ruler. Should the Supreme Ruler die if he is married, the spouse will become the Supreme Ruler and retain his/her title.

Article 2.2.c-Heir to the Throne

The oldest member of the Royal First Family (being born of the Supreme Ruler) will be the “Heir to the Throne”. The oldest son and the oldest daughter will receive the special title of High in front of their inherited title. In case of the death or resignation of the Supreme Ruler, the Heir will take the place. The Heir is defined as the oldest member of the Royal Family, regardless of gender. When and if the oldest is married, the First Heir and the First Heir’s spouse will result in title change to that of Emperor and Empress (if they are Supreme Ruler). The Second Heir will be the First Heir until/unless the Supreme Ruler should have a child. The child will become the First Heir and the current First Heir will keep his/her title as High but will forfeit the inheritance of the RIT (Royal Imperial Throne). The Supreme Ruler, by issuing Supreme Law, or by 3/4 vote of the Royal Family may denounce the Heir(s) to the Throne and chooses one of the following to become the heir: Grand Vizier, Minister of Diplomacy, Royal family member, Supreme Chancellor, the Second Heir, or other person(s) with Royal status.

Article 2.3-Laws of the Royals

All members with Royal status including those of the Royal Family will only be bound by the document entitled, “The Laws of the Royals”. Should any member with Royal status break any article inside that document, they will be dealt with accordingly as stated in The Laws of the Royals.

Article 2.4-Supreme Law

Supreme Law is the highest law of the Galaxy, and consists of all Supreme Commands issued by the Supreme Ruler and other orders and directives as approved by the Supreme Ruler. The word Supreme, if found in any rank, title, position, document, or law, coming from the authority of the Supreme Ruler only, will rank the highest of all others of its kind. The New Order will enforce Supreme Law as will all other branches of government and military. Violation of Supreme Law or a Supreme Command can be punishable by death depending on the command. It is deemed Treason of the Most High to violate Supreme Law (including but not limited to Supreme Commands). Any Supreme Command or Supreme Law overrules all other laws, policies, ordinances, commands, and the Imperial Charter and cannot be overturned, save it be by the Supreme Ruler only, or unanimous vote of the Royal Family and Royal High Command (excluding the Supreme Ruler). Only the Supreme Ruler shall have the power to issue a Supreme Command.

Article 2.5-The Royal Family

All members of the Royal family will hold the title of Prince or Princess. They will be addressed as Your Highness. Members are under the protection of the Royal Guard and Defense Force and constantly will be guarded and escorted accordingly. They will have access to all files of a department that they are assigned to by the Supreme Ruler or spouse thereof or elected by the Royal Family. The Royal First Family will consist of the Supreme Ruler or spouse thereof and their immediate sons and daughters. All other persons that are related to the Royal First Family by birth or adoption or accepted as a member by the full first family will be known and will be a member of the Royal Family including the status of royalty.

Article 2.6-Non-family Members with Royal Status

Any member of the Imperial Republic with special status of a position or as ordered by the Royal Family will obtain royal status. For example, if a person with the special title such as Supreme, Grand, High, or Commanding will receive royal status after approval from the Royal Family, the First Family, or commanding members of Royal High Command. The Supreme Ruler may grant lordships/ladyships and other noble positions as needed over certain items, areas, departments or operations, etc., by Supreme Command or Classified Supreme Command.

Article 2.7-Royal High Command

The Supreme Ruler may appoint members of Royal High Command (RHC). Royal High Command members will be part of the Royal Family, and have all rights, privileges, and protection therein. As of current, Royal High Command will consist of the Supreme Ruler, the Grand Vizier, any/all Executor(s), the Minister of Defense, the Supreme Chancellor, the Grand Minister of COMPNOR, the Minister of Public Affairs and the Director of Intelligence. Royal High Command will be the third-governing body of the Imperial Republic, and shall hold executive, legislative, and some judicial powers all of which determined by their position, the body as a whole or majority, or under the direction of the Supreme Ruler.

Article 2.8-High Council

The High Council shall be the second-governing body of the Imperial Republic. Members of the council will hold the position and ranking of High Councilor. All members will be selected by the Royal Imperial Throne. Each High Councilor will serve as a High Councilor until removed by the Supreme Ruler, expelled by a majority of the Council, or resigns. High Councilors with positions in other bodies such as the Royal Family, The Royal Imperial Throne, Royal High Command, Royal Command, or the Joint Chiefs will be known and addressed by their other title. The Supreme Ruler will be the chairman of the High Council. All other councilors with positions in other bodies not listed above will be addressed as “Councilor”. In the Supreme Ruler’s absence, the Supreme Chancellor will serve as Acting Chairman. The High Council will have legislative, some executive and some judicial powers, as determined by the Supreme Ruler and/or Royal Family. The High Council will have two statuses, active or inactive. Its powers will only be used or available when it is deemed active by the Supreme Ruler. The High Council’s powers exceeds the Senate, has all powers of the Senate, plus more as determined by the Supreme Ruler individually, temporarily, or by Supreme Command. The High Council is deemed as active by decree of the Supreme Ruler or if the Senate is deactivated, closed, or suspended. All High Councilors, like the Senate, must fully support 100% the New Order. Should this Charter ever need to be rewritten as declared by the Royal Family, Royal High Command or The Royal Imperial Throne, the High Council will immediately become active. All members of this council will have the powers of ambassadors, and official powers to negotiate on behalf of the Imperial Republic. The High Council, by majority vote, shall have the powers to: declare war, mobilize the Armed Forces, sign a treaty, pass a law, amend the charter, or as otherwise commanded by the Supreme Ruler. The Supreme Ruler may of course overturn any decision rendered by the High Council. The Supreme Chancellor and Minister of Defense will be Deputy Chairpersons and permanent members of the High Council.

Article 2.9-Special Titles

Special titles will be given to members of the senate, military, and royal members. All persons given a special title may go through a process to become from their current status to royal status. It will be voted on by the Royal Family and can be approved of by the FF (First Family), RCH, or a SR. (Supreme Ruler). All Moffs and Grand Moffs will be addressed as Your Excellency. Others will be defined in other articles.

Article 2.10-Grand Vizier

The Grand Vizier will be appointed by the Supreme Ruler only. He/she will have all powers of the Supreme Ruler under the direction of the Supreme Ruler. The Grand Vizier will advise the Supreme Ruler. It is the Responsibility of the Grand Vizier to keep the Supreme Ruler informed of all important events at all times. The Grand Vizier will take the place of the Supreme Ruler in the absence of Heirs or as initiated by Supreme Law. The Grand Vizier is the Vice Chairman of Royal High Command, and him/her and his/her immediate family (and relatives down to 1 generation) are members of the Royal Family.

Article 2.11 –Supreme Chancellor

The Supreme Chancellor will be appointed by the Supreme Ruler only. The Supreme Chancellor will be the Acting President and Chairman of the Imperial Senate. It will be the responsibility of the Supreme Chancellor to monitor the Senate and make sure all members support the New Order. The Supreme Chancellor is the Most-High-Moff over all Moffs or system governors, and the Ambassador-in-Chief of the Imperial Republic. The Supreme Chancellor shall have the power to declare a state of war, and must make an official announcement to the Minister of Defense. The Supreme Chancellor is a member of Royal High Command, and will head the Ministry of Diplomatic Affairs. The Supreme Chancellor shall have no direct power over the military except in situations as directed and approved by either the Minister of Defense or the Supreme Ruler. The Supreme Chancellor will have the powers of expelling any member from the Senate for opposing the New Order, and may choose the appoint a new senator or opt to allow the people from which the senator represents vote in a new one. The Supreme Chancellor shall hold an Executive Veto over the senate, and in times of emergency may issue and Executive Order, which may become a Supreme Command if approved by the Supreme Ruler. The Supreme Chancellor is a member of the Royal Family, and an agent of The Royal Imperial Throne (TRIT). The Senate may override an executive veto by the Supreme Chancellor with a 2/3 revote. However, The Royal Imperial Throne and the Supreme Ruler may overturn the senates decision, killing the proposal permanently which cannot then be overturned.

Article 2.12-Royal Command

Royal Command will be a group of branch, department, and ministry heads that will meet regularly and discuss issues of governmental and inter-galactic importance and be chaired by the Supreme Ruler. The Supreme Chancellor shall be the Vice Chairman of Royal Command, and the Minister of Defense shall be the Deputy Vice Chairman of Royal Command. Royal Command will consist of, the Minister of COMPHISLI (Commission for the Preservation of History and Life), the Ministers of Finance, Transportation, Health, and Labor. The Grand Minister of COMPNOR (Commission for the Preservation of the New Order), the Director of Communications, the Director of Research and Development, and all members of Royal High Command.

Article 2.13-Assault, Assassination, and Attempts Thereof

Any assault, assassination or attempts thereof on a member of Royal High Command is deemed as Treason of the Most High and can be punishable by life sentence or execution. The Royal Guard of these persons will open fire on such assailants when an attempt is made and the assailant may be killed instantly. The same goes for actions listed above against a member of the High Council, the Royal Family, the Imperial Senate, the Imperial Republic Defense Force, or any government office, and is deemed as Treason and in some cases High Treason. If the assailant is able to be disarmed/disabled and caught any such person(s) will be immediately placed under arrest and charged with their offense in High Inquisition.

Article 2.14-The Continuous Triad

All governmental and military positions, ministries, departments, and groups shall have a total of at least three persons, however, not necessarily of equal authority, but as for every one position, job, or ministership, etc, there shall be two assistants, or councilors. This is for purposes of upholding the New Order. In all military operations, for protection of our operatives, officers, etc., there will be no mission assigned with less then three people, and the three must be together at all times during the official assignment, within the same room/office, vault, etc. All positions such as chairpersons, mayors, governors, etc, will have a deputy, lieutenant, or vice person of some kind, with limited powers.

Article 2.15-Chain of Command

The Chain of Command in the Imperial Republic is as follows:
- Supreme Ruler
- First Executor
- Second Executor
- Grand Vizier
- Supreme Chancellor
- Minister of Defense ?
- President of the Senate?


Section 3-Imperial Senate

Article 3.1

The Imperial Senate shall be the fourth-governing body of the Imperial Republic. They will have no authority over those of the Royal Family, or Special Royal Status members. The senate will be bound entirely to the Imperial Charter.

Article 3.2-Senators

Senators will be elected by their planets citizens. There will be two senators per planet. Senators must have reached the age of 21 to take office. They will serve for a term of two years. They may serve up to three terms.

Article 3.3-Documentation

All speeches made in the senate must be recorded and stored. Senators must submit speeches to the President pro tempore of the Senate. All letters sent to the entire senate must also be stored.

Article 3.4-Rules

The senate will also be bound by “Senate Policy”, an external documentation created by the Royal Family. This document will have detailed policies of everything listed above.

Article 3.5-War Declaration

The Imperial Senate has the power to declare war by the approval of 2/3 of the votes. To do so, they must call a full senate meeting with the Minister of Defense present. They must explain to the Minister of Defense what is to be accomplished, their purpose, and so forth. The Minister must obey this declaration made by the senate. The Minister of Defense is then to issue orders to the Division Leaders and continue to report to the Supreme Ruler. The Supreme Ruler may either agree or declare the declaration “void”. The declaration made by the senate will take effect immediately after the vote. It will be in effect until/unless denied by the Supreme Ruler. The High Council, if active, also reserves the rights and powers to overturn any such decision made by the Senate by a 2/3 vote. The Minister of Defense can also declare war on certain circumstances (see Article 4.1).

Article 3.6-Changes

The Senate may make changes to the “Civilian Rights” section of the Charter. They may suggest changes to the Senate, Military, and Financial Sections. Suggestions will be sent to the High Council or Royal High Command for review. In an emergency situation, the Acting President of the Senate can approve of Military and Senate changes and make them immediately effective for one month, or until it is taken into vote by the High Council or Royal High Command.


Section 4-Military Order

Article 4.1-Commander-in-Chief/Minister of Defense

The Minister of Defense, being a person of royal status and appointed by the Supreme Ruler(s), will be the Commander-in-Chief of the Imperial Republic Defense Force. He/She will still answer to the Supreme Ruler(s), as will the rest of the Defense Force. The Minister of Defense will report to the Supreme Ruler(s) on a regular basis. The Minister of Defense, as Commander-in-Chief of the Imperial Republic Defense Force has the power to declare war at any time that will be in effect for one month, provided it does not entail a full-scale war involving the whole Galaxy. Then he/She will report to the senate on his/her reasons for declaring war, and the Defense Force’s progress. The senate will make their recommendation to the Royal Family in which the President, the Chairman, two senators selected by the senate, and the commander-in-chief will be present and submit reports to the Royal Family as well. The Royal Family will make the final decision. In case the Minister of Defense has declared war and is within the one-month period, but the war escalates to a point where it will involve the whole Galaxy, then the Senate must approve the continuation of the war. The Minister of Defense, if the need arises and in the absence of the higher members of the government (the Supreme Rules, the Executors and the Supreme Chancellor), can declare the Martial Law in any sector but Coruscant. The Minister of Defense is the Chairman of the Joint Chiefs of Staff.

Article 4.2-Division Leaders
The definition of a division leader is one that commands a division. Divisions being the Navy, the Army, Intelligence, Special Operations Force, and the Imperial Security Bureau.
The Navy will be commanded by the one who carries the Special Title of “Chief of Naval Operations”.
The Army will be commanded by the one who carries the Special Title of “Chief of Army Operations”.
The Research and Development Department will be commander by the one who carries the Special Title of “Director of Research and Development”.
Intelligence will be commanded by the one who carries the Special Title of “Supreme Allied Commander of Intelligence” and is appointed by the Minister of Defense. The Special Operations Force will be commanded by the one who carries the Special Title of “Chief of Special Operations” and the rank of a General. The Imperial Security Bureau will be commanded by the Director of Imperial Security, with the rank of either director or ISB-General. ((Since IRSB and IRIS are not part of the Military, we should remove this part and maybe include it somewhere else, like a chapter for Civilian Institutions))


Article 4.3-Commanding Officers

A commanding officer (CO) is defined as anyone in the Military who has at least one person under his/her command. Commanding Officers have the power to transfer anyone under their command to someone else if they become troublesome, or for any reason. A commanding officer may issue a direct order that he/she signs with a witness. This order may go against Military Procedure, only to be used in an emergency situation. The direct order is to be immediately forwarded to the commanding officer of the commanding officer that issued the direct order (D.O.). If the commanding officer of the commanding officer who issued to direct order believes it to be an abuse of authority or unnecessary, the issuer of the direct order can be scheduled for a court-martial. A commanding officer has the power to relieve other CO’s of command if they are under his/her command. A commanding officer can also relieve another officer under his/her command of duty. A commanding officer can arrest anyone under their command if they believe they have broken a law. The commanding officer of the order-of-arrest’s issuer will review the order-of-arrest. If he/she believes it is unnecessary, an abuse of authority, etc., then he/she can take action that is allowed of a commanding officer. If a commanding officer is relieved of command, the executive officer will act as Interim-CO in the commanding officer’s place until their return, or a new one is appointed. If the majority of those under the commanding officer’s command believe he/she is abusing authority or giving unnecessary orders, they will all go to the executive officer and take a vote. If the majority votes to have the CO investigated, the executive officer is authorized to arrest the commanding officer and take temporary command. Then all of the voters will send in a report to the former CO’s CO and it will be forwarded to the proper authorities. A decision will be made to either restore the former CO-in position in which, all opposed may be transferred out of his/her command, or make a decision to give full command to the Interim-CO (executive officer) and the executive officer becomes the commanding officer. A commanding officer may choose an executive officer to do all stated in Article 4.4. For minor violations of Military protocol, the CO can issue the administrative punishment that he sees fit.

Article 4.4-Executive Officers

The Executive Officer (XO) is defined as the one chosen by a commanding officer to be his/her second-in-command. His/her responsibility will be to keep track of all events occurring in their department/section/etc. and keep records of all those under his/her command. Should the CO ever come ill, or take a leave of absence, then the executive officer becomes the Interim-CO and may appoint an Interim-XO for the time being.


Article 4.5-Procedures

The Imperial Republic Defense Force, aka, Military, will be bound to the Imperial Charter and to the external document entitled, “Military Operations and Procedures of the Ministry of Defense”, to be written by the Ministry of Defense, and submitted for approval by the Minister of Defense to the Supreme Ruler.

Article 4.6-Reports

All members in the Imperial Republic Defense Force are to report weekly to their immediate commanding officers, (CO’s directly above them, not their CO’s CO) including the reports of those under their command. They will also send a copy of their report to the executive officer. The weekly due date is to be determined by their commanding officer. The Minister of Defense is to constantly keep the Supreme Ruler appraised of all major and important military activities, and shall report to the High Council, if active, once a month.

Article 4.7-Joint Chiefs of Staff

All Division leaders shall be members of the Joint Chiefs of Staff. Additional members of the Joint Chiefs shall be as follows: Commandant of the Imperial Royal Guard, the Wookie Royal Guard, and Noghri Royal Guard. The Joint Chiefs will hold meetings as directed by the Minister of Defense, who shall chair them.

Article 4.8-The Royal Guards

Each member of the Royal Imperial Throne shall be entitled to 1000 Imperial Royal Guards, 100 of which must be actively protecting at all times, the rest as delegated by the protectee. They shall also be entitled to 250 each of the Wookie and Noghri Royal Guards, or as directed by the Supreme Ruler. All other members of Royal High Command, the Royal Family, the High Council, and Royal Command will receive royal guards as determined by the Royal Imperial Throne, and can change at any time. The Guards shall answer directly to the Royal Imperial Throne and their commandant, bypassing any other authorities. The Minister of Defense shall have indirect power over them, as they will all ultimately answer to the Supreme Ruler.

Article 4.9-The Grand Admirals and the Council

Their will be a council of 12 Grand Admirals of the Imperial Republic Defense Force. They shall meet bi-monthly and discuss issues, share ideas, discuss strategy, etc. They shall be chaired by one of the following (Royal Imperial Throne’s choice and can change at any time): one who holds the rank of Lord Admiral, High Admiral, Supreme Admiral, or the Minister of Defense. Grand Admirals, when in any sector, shall have power over all military forces assigned to them, and assigned to the sector and take over in any war situation unless delegated otherwise by the Minister of Defense or High Council. The position of Grand Admiral will oversee a battalion of mobile army ground forces and a fleet or multiple fleets as assigned by the Minister of Defense, all of which will be mobile. Grand Admirals cannot overstep any other Grand Admiral or enter a sector with a Grand Admiral already present. In time of conflict, the Minister of Defense will make the decisions, or the chairman of the council. The Minister of Defense will recommend applicants to hold the rank and position of Grand Admiral, which must be approved by the Supreme Ruler and/or Grand Vizier only.

Section 5-Civilian Rights

Article 5.0-The Council of the Moffs

The Moff Council or the Council of the Moffs will consist of all sector Moffs. They will meet once every other month, and discuss issues of importance, share ideas, and be chaired by the chairman of the council as selected by the Supreme Ruler holding the position of High Moff, Grand Moff, or if decided by the Supreme Ruler or Grand Vizier, the Supreme Chancellor shall chair the council.

Article 5.1-Sector Governor/Moff

Each sector will have a Moff (or Grand or High Moff), to act as the Sector Governor. The sector Moff is to be appointed by the High Council or the Royal Imperial Throne. The Sector Moff holds an executive veto in the sector and planetary senates. The Moff will serve for life unless removed of office by removal by the High Council or Royal Imperial Throne. The Sector Senate may vote by majority vote to request to the High Council for the Moff to be removed, and the Moff cannot veto that vote. The Sector Senate may overturn an executive veto with a 2/3 vote. The Moff will be the acting commander-in-chief of the defense forces assigned to the sector (defense fleet and local imperial garrison) when it is related to operational issues. The Ministry of Defense has full power over the military and can overturn any order given by the Moff to the military. The Moff may appoint a Sector Adjutant to be his second-in-command and to step in if he is away, dead, unconscious, or to act as Interim if he is removed. The Moff may pass a law without the senate, but it can be overturned by the Royal Imperial Throne, the Sector Senate with a 2/3 vote, or the High Council or a local Grand Admiral if present.

Article 5.2-Sector Senate

The Sector Senate will determine by which type of government the sector and planets in it will be under according to their species customs. They will pass laws that will take effect for the entire sector. The senate is bound by the Imperial Charter and all articles in it will still apply to the planet and all its citizens including the senate and governor. The sector senate cannot decide on a dictator for the sector or take away rights of citizens given in the Imperial Charter. Senators will be elected by the citizens. Two senators per planet of the sector. Senators must be native/born to the sector and have reached the age of 21 to run. Senators may serve for life. Every five years a vote will be called upon the citizens to declare current senators “sustained” or “opposed”. If one fifth of the region’s population votes “opposed”, then a new senator(s) will be elected by the citizens of that region to take his/her place.

Article 5.3-Planetary Governor

Each planet will have a governor. It is the responsibility of the governor to help maintain order in the planet. The governor is to be elected by the citizens of that planet. To be eligible for governor, a citizen must be at least 25 years of age and be native/born on the planet in which you are running for. The planetary governor holds an executive veto in the planetary senate. The governor will serve as a governor for life unless removed of office by the planetary/interplanetary senate or the governor chooses to resign.

Article 5.4-Planetary Senate

The Planetary Senate will be under the Sector Senate and Sector Moff, and can only act for their planet and under laws of the Sector. They will pass laws that will take effect for the entire planet. Article 5.5-Regions

Each planet will be divided up into regions. Each region being defined as 700,000 adult citizens. Each region will have a regional senate and leader corresponding to that of the planetary level.

Article 5.6-Regional Senate

Each Regional Senate will create local (state, city, town, etc) laws within their own region and be bound by all policies including the Imperial Charter, Planetary Charter and their own charter that they may create. Regional Senators will be elected by the citizens of that region. The same policies for Planetary Senator will apply to become a regional one.

Article 5.7-Regional Mayor

The regional senate shall appoint a regional mayor to act as governor of that region. All policies applying to the Planetary Governor apply to the regional mayor as well under a regional level.

Article 5.8.a-Civillian Ownership/Property

All civilians will have the right to own personal businesses, residences, offices, ships, buildings, organizations, small blasters for personal defense, and basically everything they can afford. It is illegal to steal, and if the owner’s property is registered with the government under the owner, the owner may file a claim for stolen property. No civilian may own a military or ship(s) with weapons of any kind except light weapons and shielding and devices as regulated by the local governments. All ships must check in with local port authorities for legal passage and a license for the businesses or traveling that they do.

Article 5.8.b-Property Registration and Exchange Thereof

All property owned by any person, organization, government or corporation is to be registered with the Ministry of Exchange. Any claims for stolen property that is not registered will be ignored. Any exchange, selling, or trading of property must include notification to the Ministry of Exchange or the transaction will not be deemed as legal and binding. Persons caught with stolen property will be subject to punishment as determined by the local governments and it must include some form of restitution or return of the property. Punishments by local governments are to exceed 12 years of imprisonment, and cannot be executed for this unless it is a violation of Supreme Law, or a special case is brought before either the Senate, Royal Family, or High Council and voted upon by a majority vote.

Article 5.9.a-Sector, Planetary and Regional Armed Forces

No internal government under the Imperial Republic of different sectors, planets and regions may have or hire an external military of any kind. However, they are entitled to an Armed Police Force, with armed ground forces and a small space fleet to enforce their local laws, but with a limited amount of each type of ship and troop and number of police, as determined per system by the Ministry of Defense. The local Imperial military commander will inspect each system and determine if it meets the set requirements. If it is over the set amount, the surplus of armed equipment, men, ships, and other property will be commandeered to the Imperial Republic Defense Force. Each sector and system will have an Imperial garrison and defense forces as determined by the Ministry of Defense, that will be responsible for the safety and security of the local system, enforcing local laws, seizing illegal contraband that is determined as illegal by the local system governments, and other requests made by the local senate and governors as legalized in Military Operations and Procedures of the Imperial Republic, and the Imperial Charter.

Article 5.9.b-Private, Corporation, and other Organizations Security Forces

Corporations, private citizens, and other organizations are entitled to have security forces for their property, products, buildings, etc, but may not do so without a permit from the Ministry of Defense. The Ministry of Defense, when issuing a permit, will assign a certain limit maximum of certain kinds of security forces and tools. The local military commander will inspect it regularly as determined by the Minister of Defense and if the amount exceeds the allotted amount, the local military commander will commandeer the surplus forces to the Imperial Republic Defense Force.

Article 5.10-Anti-Slavery

No person, group, organization, or anyone or thing may have ownership of another sentient being. Slavery and all of its forms is herewith abolished.

Article 5.11-Right to Life, Liberty, and the Pursuit of Happiness

All persons and sentient beings reserve the rights and have the rights to live, to have liberty and justice, and to peruse happiness. No other sentient being shall have the right to take the life of another, directly or indirectly (hiring someone else to do it or the one responsible), except through galactic, sector, and planetary governments for violation of severe and supreme laws, such as murder, treason, and as approved for sector, planetary, and local governments by the Ministry of Diplomatic Affairs. Military executions will have to also be based upon these laws, and/or as directed by the Minister of Defense and the Royal Imperial Throne. Anyone found guilty of murder by a Royal or Imperial court, having found enough evidence to prove the murder and convicted as determined by the High Inquisition can be executed or imprisoned for life.

Article 5.12-Weapons and Right to Bear Arms

All citizens shall have the right to own personal weapons, such as a single blaster for defending of oneself and ones family, and carry them with them concealed in any non-government areas, or areas where it is not restricted or forbidden. Any business or public area may deny the carrying of weapons. No person may own any weapon of any kind without a license for each weapon (that must be wherever the weapon is) from the Ministry of Defense. The Ministry of Defense may limit licenses, charge for them, or refuse them. Weapons not registered or licensed will be seized and the individual(s) arrested for illegal carrying, owning or use of a weapon. No individual or organization may own or control any space-side or planetary weapons or shielding, except for the galactic government of the Imperial Republic, as regulated by the Ministry of Defense. The exception to this is the private shielding or weapons of a personal ship, as approved by the Ministry of Defense. No starship not licensed to carry weapons by the Ministry of Defense may have such weapons, personal or otherwise.

Section 6-Finances

Article 6.1-Ministry of Finance

The Ministry of Finance will be responsible for the collecting of taxes, paying of governmental employees and staff, coordinating and assisting in managing of the governmental budget as determined by this charter and the Royal Imperial Throne. The Ministry of Finance will be headed by the Minister of Finance, a member of Royal Command who will be appointed by the Royal Imperial Throne. The Minister of Finance shall not have powers to spend any money, but only as ordered by the organizations, persons, and groups in charge of their portion of the budget, not to exceed their portions and/or as directed by the Royal Imperial Throne.

Article 6.2-Ministry of Finance Armed Special Forces

The Ministry of Finance shall have an Armed Special Forces that shall enforce the tax collecting and/or investigate possible illegal uses of the budget or persons avoiding taxes. The Armed Special Forces will be headed by the commander of the MoF Armed Special Forces (MoFASF).

Article 6.3-Taxation

All persons with jobs with authorized businesses and profit-organizations shall have 26% deducted from their paycheck for taxes. This rate may change at any time if approved by the High Council, the Imperial Senate, or the Royal Imperial Throne in times of need, or may decrease when the economy is set.

Article 6.4-Budget

This section may be modified at any time by the Royal Imperial Throne, High Council by 2/3 vote, the Royal Family by a 2/3 vote, or the Imperial Senate with approval from the Supreme Chancellor and/or Royal Imperial Throne. This section defines how much of the budget goes where. The Imperial Senate shall have control of 25% of the budget. The Ministry of Defense shall control 50% of the budget to secure and protect, and maintain order. The remaining 25% will be delegated out on a needed basis by the High Council unless this portion of the Charter is changed by those in authority over the Charter.

Senate Policy

Senate Policy (Procedure)

1.Introduction

1.1 Scope of the Procedure. These rules will be applicable for all Senators and or Guests, unless the Supreme Chancellor (or chairmen of the senate) says otherwise.
1.1.1 Rule Changes
The Supreme Chancellor reserves the right to make changes to the rules at any time. Should a Change occur, it will be communicated to the Representatives in a timely manner.

2. Senators

2.1 Senators will be elected by their planet's citizens or by the Supreme Chancellor. There will be two senators per planet.

3. Declaration of War

3.1 The Imperial Senate has the power to declare war. To do so, they must call a full senate meeting with the Minister of Defense present. They must explain to the Minister of Defense what is to be accomplished, their purpose, and so forth. The Minister must obey this declaration made by the senate. The Minister of Defense is to then to issue orders to the Division Leaders and continue to report to the Supreme Ruler. The Supreme Ruler may either agree or declare the declaration "void". The declaration made by the senate will take affect immediately after the vote. It will be in effect until/unless denied by the Supreme Ruler. The High Council, if active, also reserves the rights s and power to overturn any such decision made by the Senate by a 2/3 vote.

4. Documentation

4.1 All speeches made in the senate must be recorded and stored. Senators must submit speeches to the President por tempore of the Senate. All letters sent, to the entire senate must be stored.

5. Changes

5.1 The Senate may make changes to the "Civilian Rights" section. They may suggest changes to the Senate and Military Section. Suggestions will be sent to the Royal Family for review. In an emergency situation, the President pro tempore of the Senate can approve of Military and Senate changes and makes them immediately effective for one month, or until it is taken into vote by the Royal Family.

6. Procedure and Rules

6.1 No Senator will be allowed to speck unless the Supreme Chancellor or chairmen calls upon them to speck. After the Supreme Chancellor or chairmen have recognized the Senator they may then address the senate.

Central Security Act


Introduction
We the Senate of the Imperial Republic do hereby acknowledge the need for the cooperation of the different departments to ensure the safety and security of the citizens of the IR; do proclaim that a means by which such security should be established as the primary or Central structure, and will be run jointly by the Minister of Defense or (MOD) and the Director of the IRSB. The name of this Office will be called the Central Security Committee or the CSC. It will work as a place where the Branches involved could trade information, plan joint operations to thereby strengthen and protect the IR.

Section 1. Chain of Command
1.1 The Central Security Committee will fall under the Supreme Ruler and will answer to Him/ Her as the case maybe.
1.2 The MOD and the Director of the IRSB will run the CSC together. They will still retain their current offices and powers that go with them
1.3 If for any reason they can not reach an agreement on a decision they will defer to the Supreme Ruler to decide on the issue.
1.4 The IRSB is mainly in charge of Security for Government and Civilian Buildings in the role of security forces. In the event of a terrorist attack they will take the lead in protecting said buildings. However in the event of Martial Law their primary focuses is protecting Government Buildings and Civilian second as the military will be covering the civilian sector.
1.5 The military is in charge of protecting government buildings, such as the Palace, the Senate building and government offices in a supportive role to IRSB, in such cases as terrorist attack or civil unrest. In the case of war or Martial Law the Military will become the primary force in protecting civilian Sector and the IRSB will become support to them.

Section 2. Procedures for emergencies, Who takes the lead
2.1 In the event of martial law, the Military takes the lead and IRSB takes a supportive role in dealing with the situation.
2.2 In the event of terrorism, the IRSB will take point because they are the ones getting intelligence on that subject and will be in a better position to make decision in that case.

Section 3. Boundaries for investigation
3.1 In the event of crimes the IRSB will be in charge of investigating and the prosecution of theses cases. In the event of crimes against the government IRSB will still take the lead, for example if a military coup takes place the IRSB be in charge of the investigation and prosecution.
3.2 However in the event it is an outside force (i.e. not government) then military will take the lead and IRSB support. Such as a civil war, creating a second government or separatist movement will fall under the Military to take the lead.
