COMPNOR Directive SB400.1
Planetary Arrival and Departure Procedures
Article Approved by the Imperial Republic Security Bureau and Imperial Republic Board of Culture

Across the galaxy, standard programming is abruptly cut and replaced by the spinning emblem of the Imperial Republic. The image gradually fades to a view of a press conference room within the Imperial Palace. At the head of the room, an unknown man stands behind a single podium wearing a plain, black uniform. While the man's name is not known, the COMPNOR insignia on his collar serves as a notification to all that this particular individual is a member of the Select Committee.

After a brief pause, the unknown man begins to read from a datapad...

---------------------------

Effective Immediately,

The following restrictions are set in place regarding transit to and from planets under Imperial Republic control:
  • All vessels traveling through Imperial Republic controlled space are required to comply with all Imperial Republic laws and sanctions regardless of citizenship status.

  • Failure to obey instructions from local Port Authority or the Imperial Republic Military will result in a vessel being disabled and immediately recovered or boarded for security reasons.

  • All ships without an Imperial Republic registration are also subject to recovery or boarding upon initial contact. Ship registrations can be confirmed by local Imperial Republic authorities at any time assuming the ship's owner is a legal citizen of the Imperial Republic.

  • Once docked or landed, vessels will be searched and scanned. Crew and passengers will be photographed; DNA samples will be taken. The collected data will be registered along with the individual's name within the Imperial Republic Database. All information will be cross checked with the Imperial Republic Database to ensure no outstanding warrants or restrictions are currently active within any person's file. Should there be any causes for concern or possible problems, the person(s) in question will be detained and interrogated.

  • The above process will be completed at an orbital space station first and then completed once more when the vessel lands at a space port for the Coruscant System.

  • All vessels departing any Imperial Republic planet must have completed registrations on file for all crew and passengers. Attempting to subvert these procedures shall be classified as violation of the following edicts of Imperial Republic law:

    Summary Offense

FAILURE TO OBEY ORDER OR REGULATION

    Indictable Offense

    ESPIONAGE
The Select Committee reserves the right to amend these procedures at any time without prior notification as necessary to account for galactic security.

As the reading concludes, the man looks out into the small assembly of reporters invited to the Palace to address this new development. "Questions?"

"Yes umm..excuse me..."

The man in black simply nods to the woman that had eagerly jumped to her feet.

"Thank you. What are the Grand Minister's thoughts on how this will affect public opinion for Imperial Republic rule?"

The man's response was clipped and cold - a testament to his position. "His Excellency believes it will greatly increase security amongst Imperial Republic systems. Any individual that views this as a threat is, obviously, not a loyal Imperial Republic citizen with nothing to fear." The man quickly turned to recognize another reporter, a male this time.

"We've received rumors that numerous internal policies have been enacted amongst the various COMPNOR services. Yet...this is the first public policy to be introduced...why?"

"His Excellency realizes that as Grand Minister he does not have the authority to enstate official legislation without the approval of the Senate or Empress. As such, he's kept his changes largely internal while allowing the Senate to administer their areas of space as necessary." The man glanced briefly at the time. "I'm afraid we have no further time for questions. Your escorts will see you out now." Turning from the reporters, the unknown man quickly exits the conference room, datapad in hand. Shortly thereafter, original programming is fully restored across the galaxy.
