Layha sat at her desk...completely exhausted. The last five months had been tedious and she was starting feel as if she was a prisoner to her own office. A door opened and Layha sighed inwardly. Coleana appeared a moment later with a stack of reader disk. She gave Layha the look and set the disk down on the desk.
"You really need to get some fresh air." Layha rolled her eyes and grabbed the disk. "What are these?" Coleana sighed. "Reports from Hapes. Apparently your Aunt has taken on a new role...the role of insanity."
"Coleana she was born insane." Layha popped the first disk into her datapad. Hundreds of pages downloaded in seconds. "But don't let her insanity role fool you. She knows what she is doing. She plans and plots, she knows every detail and nothing escapes her eye."
"And you would know all these how?" Layha looked up from the datapad. "Because she trained me to become her." She reverted her eyes back to the datapad. "Dismissed." She didn't look up as Coleana stood for a moment longer then turned and left the office. Layha scrolled through the pages quickly. She neared the last page when a cryptic code appeared in the top left corner of the report. Layha's eye narrowed and she quickly uploaded her datapad to her terminal. The code wasn't IR and it wasn't Hapan. Layha spun her chair around and brought up the IRSB screen. It took a moment, but a familar agent's voice came over the comm link. "Empress?"
"Vaughn I have something I need you to run a trace on. See if you can get a match for me." She turned back to her own terminal and sent the code to Vaughns terminal. "Downloading it now... What the.... Where did you get this?"
"I came across it in one of my reports from Hapes. Can you give me anything."
"Yeah give me a sec. The computer... Thats odd, its Togorian."
"Togorian? Can you break it? I've never seen Torgorian code before."
"It may take a while Layha."
"I don't care. Break it and do it as fast as you can. Obviously some one wants me to have it and went at great lengths to get it to me and I want to know why."
"All right, I'll do my best." Layha logged off just in time to get a buzz from Coleana. "Chavex is here as ordered."
"Send him in." A moment later a great tall blue man with black horns entered her office. "Aw Chavex please have a seat."
"Your Empress I must say this was quite an unexpected visit. What can I help you with."
"Well Chavex, you know the holo-net is a big commodity these days and an easy way to get information in and out don't you agree? I mean any one can access the net and access info don't you agree?" Layha folded her hands in front of her on her desk. Her eye caught the small beads of sweat forming under the man's head piece, and she could feel his adrenaline began to incline. "Well of course Empress. The Holo-net is a very large organization built on all kinds of.. idea's." Layha nodded and reached for a datapad. "You sir Chavex access the Holo-net at least two times a day once at sun up and once at sun day. Your on for at least 30 standard minutes and you never access the net from the same location. Now tell me Chavex... why would I be so interested in how many times you access the net or how long your on. After all it is just only a large organization built on all kinds of idea's." The man shrugged. "I don't have a clue your Majesty." Layha leaned forward. "Well then let me refresh you memory. You access the net twice a day from two different locations because you think no one would be able to trace what you where doing. You are on for 30 standards minutes because you figure if you are on for mere minutes some one may get suspicious." Layha shook her head. "Chavex some one is always watching." she signaled the guards. "I will let the people decide you fate." The man stood as the guards jerked him to his feet. "You have nothing on me! This is insane there is no proof! I want proof!" Layha stood. "You are a pathetic little man trying to make it in a big mans world."She grabbed the file from her desk and threw it at the Chavex. "There is your proof." pictures scattered around the mans feet. "Again I say, I'll let the people decide. I can assure you they wont have mercy on a kidnapper." Layha gave the guards a nod. "Get this man out of my site. He disgust me." The hustled the man to his feet. Layha turned to her left where an adjacent office was. Rian stood in the door way, a smug expression on his face. "Keep an eye on the rest of his crew. Get rid of the bad ones. I don't need rats in my system." Rian simply nodded and moved to the door. Layha turned back to her desk and sat down. "Coleana get Revan in my office... now."

"My apologies, Lord Centurion. I simply thought that taking an elderly woman into custody would not exactly look...good...in the media."
Revan plainly replied. "The media is easily controlled. Aside from that, if people are not already aware that things are different, then they need to come out from under whatever rock they've been calling home for the past five and a half years. Dismissed, Captain."
The uniformed security official bowed respectfully before turning to depart the office. Once the man was gone, a small red light on Revan's desk began blinking. Generally, that meant only one thing. Picking up the communicator on his desk, Revan recognized the voice of Coleana instantly.
"Layha wants to see you."
"Alright, I'll be there in a few moments." Standing from his seat, Revan grabbed his black and green cloak from the rack near the door and through it over the fitting black jumpsuit that had become his typical 'working uniform'. Attached to the small of his back was the glossy black hilt of his lightsaber.
Having made the trip several times as of late, Revan quickly arrived at the Empress' office. Coleana was busy on the communicator, so Revan simply nodded in her direction and pointed to Layha's office door. Coleana nodded with a slight smile, and Revan palmed open the door. Once it had slid open, Revan stepped inside the expansive office and waited for it to close behind me. "Your Majesty." All business during the day. Officially, Revan was still nothing within the Imperial Republic. Unofficially, he'd been serving as a supervisor over all security departments within the Imperial Republic. It was mostly a placeholder...or so it seemed. Even more unofficially, Layha and him had grown closer than they'd ever been over the past five months. Still, both were fully capable of maintaining a professional atmosphere should the situation call for it.

Taking the security reports, Revan nodded. Seemed to be a simple enough request, sign papers and keep people from going insane for a little while. "Yeah, I'll take care of it." Revan didn't hear what Rhowen had said to Layha, but the smirk on Layha's face vexed him slightly. He could read her better than most by now, but he tended to feign ignorance at times simply because it was hard to be sure. Raising an eyebrow, Revan looked at Layha. "What?"

Her council shifted in there seats, finally one spoke up. “Your Majesty not a good idea.” Layha turned on her. “Why do you say that? Clearly my Aunt has gone insane. I have family back there that she could easily dispose of and apparently she is already beginning.” The woman sat still not sure how to respond. It was Faiij head of intel information who spoke up. “Both of you are on to something. Your Majesty, taking your Aunt out of power is the only option I can see open at this point, but Mag is correct, you can’t force her out of her position, but you can make her resign her position.” Layha smiled slightly. “Resign huh. I think that is the only logical move to make both for the good of the IR and Hapes.” Faiij smiled widely his sharp green teeth glistening in the light. “Not only that your Majesty but when the High Prince returns to claim his throne you still have a power seat, that is If you decline the position of Executor.”
“Very well, Faiij gather your things. You will be accompanying me to Hapes.” She turned to Vaughn. “You as well. Select a handful of your best agents. We leave in a hour.” She turned back to the group. “Dismissed. Garth you are to stay we have matters pertaining to the military I do need your council on.” Garth nodded and kept his seat. The rest of the council stood and left, Vaughn with them. Once the doors were securely closed Layha turned to Garth. "I want a second position in the military that is consistently at either my side or here on the planet with Revan Centurion. I wanted to know who you would have selected.” Garth took a moment to think, “Dene Cognatus. He is the only wise option to make you Majesty.” Layha nodded. “I was thinking the same thing.” She signaled a guard. “Bring Dene Cognatus to me at once.” The guard bowed and left the room.

"Sir her majesty the Empress will see you." The guard offered a salute and turned around to walk away. Dene returned and followed, walking down the narrow corridors before the room, entering he walked towards the Empress and kneeled.
"Yes My lady?" Dene said with an curious look to her, why would she summon him, nothing major has been needed to summon him since the High Prince did during the attack on Kuat.

Revan rubbed his temples slightly as he listened to Jayden complain for the umpteenth time. "Yes, Jayden. Selina is taking you back to Naboo. You have much to learn about the history of the people you're going to be responsible for."
Jayden pouted slightly and folded his arms over his chest, reminding Revan of himself at a...much...younger age. "What if I don't even want to be a prince?"
Smirking slightly, Revan turned and knelt down beside his son. Grasping either side of his shoulders, Revan spoke low and softly. "Look Jayden, life is about more than doing what you want to do. Sometimes you have to be prepared to sacrifice your own personal desires for the greater good. That is what it means to be a leader. One day you will see that this galaxy we live in...is far from perfect. Even here on Coruscant, crime ripples through the populace like a constant heat wave. If I simply said I was 'tired of it' or 'I don't want to do this', what would become of the society here on this planet? If I had said that I did not want to care for you, what would become of you?" Pausing slightly, Revan permitted himself to smile warmly at Jayden. "Yes, life is about the choices we make. Should you choose not to be a leader amongst your people, be sure that your decision is the correct one. People imbued with power and responsibility like us can influence the fate of many with the simplest action. Always be sure that your actions do not have an increasingly negative effect on your people and the rest of the galaxy, understood?"
Jayden hung his head slightly in defeat. "Yes father..."
Revan smiled briefly before embracing his son. "Now go get onboard. Selina is waiting for you. Oh...and do try to stay out of trouble." Jayden's returning smirk was all Revan needed to know. He's going to get into trouble... Revan wasn't surprised. His parents weren't exactly the best at flying underneath the radar, so to speak. As the vessel departed the hangar, Revan turned on his heels and pulled out his communicator. "I need to speak with someone from COMPNOR. Have them in my office within the hour."
"Who, sir?"
"I don't care...someone competent enough to deliver a message."
"Most personnel have recently received tasking orders to accompany the Empress to Hapes. Are you sure that you don't want to wait until af--"
"Denise. I...do...not...care. One hour, Denise."
"Alright, alright - no need to get all defensive."
Revan terminated the connection instantly. He trusted Denise a lot, but there were times when the older woman got on his nerves...to a large degree.

Revan glanced to the holographic image of Denise on the corner of his desk. "Yes Denise, what is it?"
"There is a Colonel Dugaan here to speak with you. He's from the Imperial Republic Security Bureau."
Revan stood from his chair and waved his hands, opening the door to his office with the force. "Very well, you may send him in." Moving off to the rear corner of the room, Revan retrieved a medium-sized manila folder marked with red-striped tape on the edges. The tape represented little more than the fact that the document contained some manner of sensitive information. Carrying the file back to his desk, he dropped it in the center before resuming his seat in the high-back, black leather chair. Having never really met this Colonel Dugaan before, Revan knew not what to expect. Naturally...this simply meant he held absolutely no expectations. Revan found this prevented him from being severely disappointed in the wide array of personnel that seemed to perpetuate the various ranks of the Imperial Republic.

Pausing briefly, Revan pushed the file folder across the desk towards Colonel Dugaan. "In this file, you will find an executive authorization delineating the various changes that are to be put into effect...as soon as possible. With General Vaughn preparing to depart, my orders will simply be carried out through you." Revan rubbed his chin gently as he considered the Colonel for a moment. "IRSB departments as they presently stand...will be completely scrapped. In their place, the following departments will be instituted: Internal Affairs, Investigation, and Enforcement. The scope of IRSB's authority will remain per established edicts. In effect, IRSB will remain the guiding entity of all COMPNOR policy and Imperial Republic laws. Along with that, IRSB retains original jurisdiction over any particular matters of investigation so long as it does not conflict with the normal operations of any other branch of the government. You tracking all this so far?" Revan needed to make sure the Colonel was keeping up. Too much time was spent in some committee or discussion about the best course of action for a particular decision - such would no longer remain.

Bryan looked at the file infront of him, this would be an interesting change in policy to say the least, especially if Hapan operations were pushed into the mix.

Pausing briefly, Revan listened to the man's inquiry about the military police. Specifically, he was removing that as a specific function from IRSB for the very reason that it would be replaced by a much more...applicable means. Besides, maintaining a department of IRSB dedicated to supervising the military was pointless. Members of the military were Imperial Republic Citizens just like any other, but they did have a differing set of regulations within the military. Regulations which, somehow, never seemed to be put into stone. Yet another tasking Revan needed to give out, but his meeting with General Cognatus could wait for the moment. Then again, perhaps they did have a system in place, and he'd simply not heard of it since his return. "The military can handle their own security detail forces. However, every command in the military will have at least one IRSB liaison that exists largely to advise and intervene where absolutely necessary. Any literal arrests of military personnel will be executed by members of IRSB. So I suppose the change is somewhat minimal. However, the eventual goal is for the military to have their own set of highly trained police forces capable of performing at least somewhere near the level of IRSB. Again...as I said...IRSB maintains original jurisdiction over any police forces within the Imperial Republic. Naturally, that particular edict was put into place long ago before the High Prince's departure - the Empress and I merely want to see that maintained. Not to worry though, I will discuss all of this with the Ministry of Defense's new deputy. Any other questions, Colonel?"

"And your leaving me here?" Vaughn nodded. "Apparently the Empress is making a ton of changes. Centurion is Executor again and as I was leaving the Throne Room she was giving a General a promotion. You need to report in to Centurion and see what he plans on doing with our departments." Vaughn came over to Rian. "Kats you know you are my right hand man... i trust whatever decision you make. Keep me posted on the changes will you?" Rian nodded. "Yeah sure boss." Vaughn smiled and begun lifting boxes again. Rian backed away then turned and re entered the palace. He turned his footsteps to the Executor wing of the palace. Centurion hadn't been Executor in awhile, but that was the best place for Rian to start.

Revan turned his attention to the terminal on his desk and immediate began pulling up the orders that had been composed for the Imperial Republic Military. Unlike the draft of structure changes for the IRSB, the military would receive very little in the way of alterations. Realistically, nothing was being changed merely expanded in certain areas. Having been privy to one too many useless 'discussions' between IRSB and military personnel, Revan was looking forward to having the situation put to rest...finally.

Walking a little longer he made a slight left down another hall, walking into the office of the Executor.
"Please let the Executor know that I am here." Dene took a seat and waited.

Revan, already on his feet grabbing another file, did not bother to respond. Denise was efficient...maybe too efficient sometimes. After collecting the file he was looking for, Revan returned to his desk, placing the file squarely in the middle. Leaning back slightly, Revan waited patiently - aware of the fact that he still had one more meeting to conduct after this one had concluded.

Revan paused only long enough to slide the file across his desk towards Dene. Within it was a brief description of the changes along with an authorization for General Cognatus to approve or dismiss liaison appointments within IRSB at any time. However, any such changes would require the action to be upheld by a super majority vote of the Galactic Security Council within seven working days. In effect, it was the military's check over IRSB Agents that...took things too far. Additionally, military affairs would not cross with Security and Intelligence investigations unless in accordance with edicts established by the Galactic Security Council. The Council itself...to consist of the Grand Minister of COMPNOR, Director of IRSB, Minister of Defense, Deputy Minister of Defense, and Director of Intelligence. "Full documentation on the Galactic Security Council is forthcoming, but I fully expect it to be operational within the next month or so. It's institution is designed to compliment procedures and regulations already in practice. With regard to IRSB liaisons embedded within military units, their role is to advise and observe...only. So long as your people stay within the bounds of Imperial Republic law, no interventions should occur. However, if they do occur, all investigations and detainments will be sent to your office in a formal notification. If the action is not upheld by the Galactic Security Council, the investigation will be suspended and the detainee released." Allowing silence to settle over the room, Revan leaned back in his seat. "Again...this is mostly just a rough, working plan. Specifics will be worked out in the coming weeks. Now, obviously three of the five mentioned members are not going to be around soon. It shouldn't be much of an issue. Working remotely is not exactly difficult. If necessary, they can appoint a representative to vote in their stead, but I don't exactly...recommend that course of action."
Realizing he had just rattled off a large deal of information...information which was all in the document, Revan fell silent, allowing the General to ask any question he may have.

"Thank you, it was a bit shocking for me to be honest, one with such a.. "stained" record such as I getting a promotion was quite a shock." Dene gave a crooked grin at Revan. Dene took another minute to consume what Revan had told him, along with the reading the document. Giving a slight chuckle. "Oh yes, the IRSB and its 'authority' over the military, that was quite a difficult time for us, but we won't get into this." Taking another minute to read over.
"Revan, I do see where your going with this but it does bring up many questions and bad memories of the past." Dene gave Revan an odd look before continuing. "Firstly, this document only seems to cover that COMPNOR holds a power in the military, which should not be, the IRSB if to be appointed into the military, they will be dictated by the military laws and protocols in which all military personnel are required to follow." Dene looked over again. "Another thing is that, IRSB has no power, never has had any power in the military, as dictated by High Prince Stratus and enforced by Grand Admiral OVERMIND."
"I concur that the IRSB should be able to enforce Imperial laws, do not get me wrong, I do feel however that IRSB at most can only observe but not enforce military cases, unless the Admiral or myself concur and allow COMPNOR to enforce it, in which I recall was the original plan before all these mindless fights between both powers." He smirked.
"This Galactic Security council sounds like a good idea, however this brings up the some questions, such as conflicts of operation between the military and the IRSB, we police the systems, sectors of the Republic, and the IRSB handles planetary security, at most." Dene sits back in his chair, looking at Revan.

Revan smirked slightly at Dene's response. It was...what he had expected, more or less. "I never said anything about IRSB enforcing military protocols. However, there seems to be a serious disconnect in awareness among certain...ranking members of the military about what laws supersede the others. Regardless of their status as active duty military, all members of the military are Imperial Republic citizens first and foremost. As such, they are bound by the laws and statutes erected by the very same government. COMPNOR, by order of the Throne, has and will continue to be the driving force behind Imperial Republic laws...laws that effect all areas of the Imperial Republic. The Imperial Republic Security Bureau is not responsible for planetary security. We have local and subsidiary organizations for that. The role of IRSB is, as I've stated, to enforce the laws and statutes of COMPNOR and thus the Imperial Republic."
Pausing for a moment, Revan could think of only one way to make his statements expressly clear to the General. "High Prince Stratus is entitled to running the Imperial Republic as he sees fit...when he returns. The High Prince also mandated that there would be a Senate to represent the people. The High Prince said and did a lot of things, but he is not here right now, is he? I've no doubt that when he returns, there will be a few policy changes here and there. That all being said, I think you have a large misconception about what IRSB's duties are. Specifically, they hold no 'power' over anyone. In fact, they only become involved in the affairs of others if it's in the best interest of the Imperial Republic and some law or protocol has been broken. Their ability to reach any organization is a power that has existed within their walls for years now, whether you want to admit it or not."
Allowing a brief smile to cross his features, Revan nods his head slightly. "So you see, our thoughts are the same. I do not want IRSB getting their hands inside purely military cases anymore than you do. The problem remains that if someone is violating a military law - chances are they are violating a law of the Imperial Republic as well. As such, IRSB retains original jurisdiction over any matters of enforcement simply to ensure compliance with standards set forth by the Throne. Either way, it should not really matter. The idea here is to increase cooperation between the two branches. These liaisons are there to assist military commanders in making the right decision such that...further intervention is not necessary. The military...in its true design is not a policing force. If that's what you want to be, let me know, and I'm sure we can adjust your funding to match those needs. Your duty is to protect the Imperial Republic against all enemies foreign and domestic if called upon to do so. I don't see serving warrants and leading investigations as part of that duty, personally."
Glancing towards the chronograph sitting at the corner of his desk, Revan realized he would seen need to entertain his next appointment. Shifting his gaze back to Dene, he nodded with a subtle air of finality. "In the end of the day, General, it only matters what Her Majesty decides to do. Obviously this is a discussion that has been had many times in the past, but I'm telling you right now that the whole 'Well, the High Prince said this...' argument holds no weight with me. I'm executing the policies and directives of my superior, yourself and Grand Admiral OVERMIND should keep in mind that your primary job is to do the same. That being said, I'm more than happy to listen to any constructive alternatives you may have to the situation." Revan fell silent for a brief moment before glancing at his terminal. "We have tried the whole mass meeting route before, and that obviously did not work. Given that reason, we're moving past pointless debates and arguments that will never satisfy all parties. COMPNOR is the government of the Imperial Republic. COMPNOR governs the entirety of the Imperial Republic for a reason. It is their job to pass policy and enforce it, not the military's, and I hope you and Admiral OVERMIND learn to accept that. If you don't want IRSB to have to become involved, then ensure you are keeping your people in line." Revan smirked a little before continuing on. "That is the only way to satisfy all parties, Dene. Anything else you'd like to address?"
