Welcome to training to be a senator. Frist thing that you will need to know is how the Senate is oganized and who has what responsiblities.
*The Supreme Chancellor is the highest-ranking officer, who is responsible for:
1) interpeting rules and making decisions.
2) Rule regarding situations that arises for which no specific written direction is given.
3) Conducting debate in Senate
4) responding to questions by delegates, with chancellor holding final say on all issues.
5) ensuring order and compliance with the rules of procedure throughout the senate session.
6) disciplining delegates who are disruptive, unruly, or refuse to participate properly;
7) directing discussion to achieve meaningful solutions through delegate initiatives.
8) considering validity and appropriateness of working papers and draft resolutions for concideration by the entire senate.
*The Vis. President is Second in charge over the Senate, and responsible for:
1) Taking charge when the Chancellor is not present.
2) assisting the Chancellor when he is present.
3) is the rules expert
*Delegate Decorm: All delegates are expected to monitor their own behavior at all times throughout Senate sessions. This includes:
1) Having a Knowlege of one's Planet or System and it's polices
2) Speaking only when called upon by the Supreme Chancellor or (Vis. President)
3) Keeping all remarks relatting to the topic of discussion in the session.
4) Always treating other delegates with the highest respect and courtesy.
5) Striving to uphold and promote the purposes of the Senate session- namely, achieving solutions to problems through diplomatic means
Statements of Procdure
1.Introduction
1.1 Scope of the Procedure These rules will be applicable for all Senators and or Guests, unless the Supreme Chancellor (or chairmen of the senate) says otherwise.
1.1.1 Rule Changes
The Supreme Chancellor reserves the right to make changes to the rules at any time. Should a Change occur, it will be communicated to the Representatives in a timely manner.
2. Senators
2.1 Senators will be elected by their planet's citizens or by the Supreme Chancellor. There will be two senators per planet.
3. Declaration of War
3.1 The Imperial Senate has the power to declare war. To do so, they must call a full senate meeting with the Minister of Defense present. They must explain to the Minister of Defense what is to be accomplished, their purpose, and so forth. The Minister must obey this declaration made by the senate. The Minister of Defense is to then to issue orders to the Division Leaders and continue to report to the Supreme Ruler. The Supreme Ruler may either agree or declare the declaration "void". The declaration made by the senate will take affect immediately after the vote. It will be in effect until/unless denied by the Supreme Ruler. The High Council, if active, also reserves the rights s and power to overturn any such decision made by the Senate by a 2/3 vote.
4. Documentation
4.1 All speeches made in the senate must be recorded and stored. Senators must submit speeches to the President por tempore of the Senate. All letters sent, to the entire senate must be stored.
5. Changes
5.1 The Senate may make changes to the "Civilian Rights" section. They may suggest changes to the Senate and Military Section. Suggestions will be sent to the Royal Family for review. In an emergency situation, the President pro tempore of the Senate can approve of Military and Senate changes and makes them immediately effective for one month, or until it is taken into vote by the Royal Family.
6. Procedure and Rules
6.1 No Senator will be allowed to speck unless the Supreme Chancellor or chairmen calls upon them to speck. After the Supreme Chancellor or chairmen have recognized the Senator they may then address the senate.
