Assault Fleet Creation Act
It was proposed by Moff Vance D'Argen, a member of the High Council, to authorize the creation of Assault Fleets. Currently we have none because we are keepers of order, note the Ministry of Defense, not Ministry of Offense (and we won't create any such ministry) as that is our primary purpose. But should we declare war, like we have recently, we can't spare a sector fleet to go attack. It would be good to have assault fleets for the purpose of reinforcement and for when we declare war.

If so, who will be in charge of them?

Ministry of Defense?

Grand Admiralty Council (and not Defense or both)? (when we have grand admirals),

or something else?

Should we create them at all, if so how many, etc?

Those are questions you as a Council must answer and decide. Once we have official proposals, I will create some voting topics.

What should the regulations be concerning their use and how they are used in peace-time or wartime? (their restrictions and limits, special authorization to move about, etc, who's jurisdiction, who checks their power, etc)

Please start discussing it here now.

The High Council will be voting, but a senate vote would also be nice, to see where the senate stands on the matter.

Royal Family I would, as a member of the Royal Family, and President of the Senate, reccomend this be passed.

We declared war on teh Black Sun for the Civil War crises, and yet we have no fleet's to enforce it.

I think a Grand Admiral (or equivilant) should head each Assault Fleet (Assault Force we should call it), and then work only under authorization from this Council, the GAC (AC), MoD, etc.

Ashlee, what do you think? You supervise the military, after all. We need your opinion and thoughts.

Admiralty I urge the senate to pass this, as I think it is a necessary first-step in defending ourselves. We can't necesarily defend ourselves without succesful retaliation, and declaration of war on those that attack us. They won't stop unless we remove them.

High Councilor (This was already posted in the High Council forum, but I offer it here for further clarification of my proposal.)

To further specify my proposal:

I propose to create three "floating" fleets, if you will. These fleets will not be assigned to any one sector, and will be sent where needed.

They would be of a normal fleet type (type to be determined by MoD, depending on needs). I propose that these "Assault" fleets fall directly under the Naval CoS, being directly overseen by such. As normal fleets report to the Sector Moff and Naval CoS, the "Assault" fleet COs would report to the Naval CoS and Admiralty Council. During times of peace, these fleets would be used to explore, quell local uprisings/disturbances, and to generaly keep order whereever an "extra punch" is needed, so to speak.

2. We should have no more then three Assault Fleets, but no less then one.

3. During Peacetime, they serve side by side with the Capital Home Fleet. During Wartime, they go...wherever.

4. Supreme Ruler overrules the Admirality Council and the Minister of Defense. (Duh)

Grand Admiralty Three Assault Fleets, Three Grand Admirals.

Currently we have two. (Lord Admiral Jackson and myself)

They really would be assault task forces, since a legion is attatched to them. A regular Fleet and Batallion CO for each, monitored by a Grand Admiral as the CO of the entire task force. It would complete the Grand Admiralty (for now), and make the items about the Grand Admiralty in the charter possible.

All we need now is one more Grand Admiral....

MEASURE PASSES.

The Ministry of Defense now has the authority to create fleets as necessary - however they must notify the High Council and Senate (for permanent fleets). (Creation of temporary fleets or organizing of temporary task forces for special purposes as necessary are normally allowed.)

Measure effective immediately as personally signed into law by His Majesty the Supreme Ruler. Co-signed by His Excellency the Supreme Chancellor and Chair of the Senate.
