CORUSCANT: SPECIAL SENATE SESSION/ALL MEMBERS OR OTHER DELEGATES REQUIRED TO ATTEND

The buzzer goes off and the senate session is about to begin. The Supreme Chancellor sits in the main dias and rises to start the meeting. Apparently this is an important meeting as security is higher than it has ever been, and many high-ranking government officials have travelled from all over the galaxy from the various ministries headquarters and come to this session physically. Also present are members of the Royal Family, High Council, and all the ministers of government. Lord Admiral Jackson sits next to the seat on the left of the Supreme Chancellor as Vice Chair of the Senate. His Royal Highness Prince Marc Stratus sits on the right of the Supreme Chancellor as President of the Senate.

Chancellor Quick: "Esteemed collegues and delegates of the Imperial Senate: This special session of the Senate has been called by myself under the direction of His Majesty the Supreme Ruler. His Majesty will now address the body...."

*A new dias on a secure, sealed, and armed floating platform comes down from a top corner of the senate chamber. Two small security hovercraft float in escort of the platform. All eyes and other senses of the chambers are now focusing on this exciting new arrival, and the senate is in stunned silence. This is clearly not what they expected, an address from the Supreme Ruler with all cabinet members present. The Supreme Ruler steps forward, in full ceremonial attire, with women in light purple outfits standing behind him and aides at his sides. Despite the security protections, the Prince presses a key on his tab and the glass protector opens, exposing his body to the air like all other delegates' platforms.*

"Chancellor Quick, Prince [Marc] Stratus, Lord Admiral Jackson, members of the High Council, government ministries, Royal Family, and of the Senate:

The time has now come that the Imperial Charter once again be revised.

*The chamber is filled with ahhs and whispers, then goes silent.*

It has been brought to my attention (and we the founders of the Imperial Republic knew) that the Imperial Charter is not in its complete state and may need revising in the future, and may be missing some key components to government. Until recently the need for set policies that would govern the basis of all things concerning specific topics were not needed, such as creation of military uniits (naval and ground), regulation of epidemics, responses to piracy, etc, have not been major issues.

Also at this time the government has no Judicial branch or agencies other than COMPNOR or has it established the regulations or organized the layers or divisions of it. It could be setup under COMPNOR as the High Inquisition (instead of Supreme Court (or it could be Supreme Court) but it must be determined by the Senate first, then reviewed and approved by the High Council.

The government of the Imperial Republic and its agencies, entities and departments are capable of handling and dealing with all these situations at any given time, however the process for these needs to be taken into review, and standards need to be set. In situations like these it is possible for governmental and military leaders to take advantage of their powers and privilges when not clearly defined or regulated. It is the opinion and will of the Throne to get the will of the people on this matter. I am asking this body to come up with some new acts and ammendments to the Charter concerning these topics. (You may open a new topic or posting for each topic). This body by my command will be aujourned and put into committees (OOC: everyone will comment on all things - just keep the posts seperate and organized). and will be regulated by the Chairs of the Senate (namely the Supreme Chancellor).

The key issues I want resolved on priority are military/unit creation, judicial branch, control of disease-spread, responding to piracy.

This only applies to civilian justice, right?

BTW, this may not be the proper place to ask, but where do IRSB and IRIS fit in here? They are not Military, yet they are not entirely civilian.

I cannot speak for IRSB as they are a very...militaristic civilian organization. As for IRIS, real life intelligence organizations (United States anyways...) are prosecuted through Federal courst. So, they'd be tried under the civilian system if it became necessary. The only exceptions would be those members of IRIS that were still active duty military (mostly special operations type people and what not). It is possible to be tried under both if an action is taken which effects both the military and civilian sectors. They're considered separate charges and as such would be tried under separate systems.

Since Prince Stratus terminated the previous Special Ops and all military effectives were transfered to Military Special Forces, I would imagine the Civilian Justice Courts would be the more appropriate then.

True, though ISOC would be a representation of officials working for IRIS with a more primary military duty. It's a hard thing to really explain...but seeing as how no PCs are assigned to that area of IRIS anyways, not something that needs to be addressed just yet.

the IRSB would fall under the civil courts be cause they are part of the civilian side of the goverment (for example the police in the U.S. are tried in civil courts for their crimes) that is why they would fall under civil court of the IR.
