All players in this game who are members of the IR itself will be asked to NPC "elections being held in the home system of their character (or possibly some random or major system if there is a conflict in government or multiple people having the same home system)" and they will come up with a name of a senator for that system that they will NPC from time to time. The will not be required to write any kind of profile or bio on this person, or any kind of development. They will not register a seperate account for this person. All users will have access to the senate chambers, and any player may propose something before the body of the senate "as the senator" and whenver issues arise they will simply vote using the poll system, and they may speak for or against (IF they so desire) acting as that senator - otherwise they all players will simply vote. This really won't require much more time on anyone's part - they will just have to vote in the polls more often - if they choose to comment or speak for or against besides voting they will need to do so "as the senator".
This will solve the problem of our vision of having a senate but not having anyone to play the part. If we have full-time senators or secondary characters that players really want to develop that will be acceptable, however they may be considered for a full-time high council position instead - depending on who they are and what they have to offer us.
The Supreme Chancellor will preside over the Senate as planned.
We will make a senate roster based on an excel spreadsheet. People can register their senators using the form on the main IR website. http://imperialrepub.../senate-reg.php (see http://imperialrepublic.org/senate.php - needs content). The form will feed directly to the spreadsheet on Google Docs.
