"The Supreme Chancellor recognizes the Senator from Kuat," a booming voice announced.

The floating dias of Charles Dimonte, elected as the newest represenative of Kuat as one of their senators, moved to the center of the chamber. "Thank you, Your Excellency. Fellow Senators, I have the privilege of proposing the first senate case to be discussed and voted upon by this body. Recently the Throne announced the reorganization of His Majesty's Royal Guard, and an issue was put before the High Council concerning the Palace Security Agency and to which jurisdiction it should fall under. I had the privilege of an official audience with His Majesty to discuss the status of the discussion and the information is now available to us senators. As it turns out, the High Council was rather indecisive in its final ruling though the esteemed body came to the conclusion to have the Palace Security Agency fall under the direction of His Majesty's Royal Guard as a sub-unit. I cannot speak for His Majesty the Supreme Ruler but I do speak for Kuat, and I do not believe that enough voices were heard or considered when this decision was rendered. Therefore I move that the issue be re-opened and brought before this body, the Galactic Senate, for consideration. With His Majesty's blessing, official records of the High Council's deliberation on the subject has been made available to us."

After much deliberation, the delegation of Coruscant strongly supports the Senator from Kuat's reccomendation and voice our support for the Palace Security Agency subordinating to His Majesty's Royal Guard.

After being recognized, the Senator from Quaitali rose and began to speak. He was no longer the "spring chicken" he used to be, he was starting age a little. Senator Zenifal had represented the system of Quatali since the foundation of the Imperial Republic. He was the most senior senator, and commanded the respect of the entire body.

Fellow delgates. If the protection of the Supreme Ruler is in a large part placed within the walls of the great Royal Palaces of both Coruscant and Kuat alike, in whose care primarily lies with His Majesty's Royal Guard, then Quatali is of the opinion that it would be most productive for the Palace Security Agency to fall under the jurisdiction of the Royal Guard. I strongly feel that this is the only solution that will best provide protection for the Royal House Stratus and the officials of state who venture here to perform their duties. Security of the government is vital, and it starts here on Coruscant, and at the Palace which serves as the seat of government for the galaxy. Its protection is of utmost importance, and should be our top priority. Let us waste no further time and vote on the matter immediately and accomplish this task before we further endanger the security of the High Prince, his family, and our most senior government officials due to our continuing debate over this issue."

I concur with the Senators that have spoken thus far. The matter of security of the palace should fall to the same that protect the Royal Family and High Council, who most commonly frequent such. Let it be said that the people of Corellia are most interested in the security of the Palace and understand its importance and critical role it plays in the stability of the functionality of our government. We therefore submit our vote in favor of the agency falling under the jursidiction and authority of His Majesty's Royal Guard to ensure efficiency in its performance.

Chalet Purifini remained largely silent during the presentations that went before him. A Palace Security Agency... Purifini, a career politician, knew about the general tides of the government that was the Imperial Republic. During the High Prince's absence, Purifini had been one of the many Senators unceremoniously dismissed when the Empress disbanded the Senate. When an influential noble from Naboo ascended to the throne of the Imperial Republic, Purifini had thought he would see results. Unfortunately, not much changed until the High Prince returned. By then Lord Centurion had been proclaimed Lord Protector of Naboo in a rather...lucrative election process. No, Purifini knew it was hardly any election - merely an appointment out of necessity. Somehow the greater population of Naboo had agreed that the elected monarchy was ineffective. Purifini...was not one of them. Still - that very same individual had appointed him as Naboo's representative to the Imperial Republic. It had certainly been a move that Chalet had not expected. Subsequently, the Supreme Chancellor had selected him to Chair the Intelligence Oversight Committee. Curious that the Lord Protector of Naboo - leader of his homeworld - would end up more or less being indirectly supervised by Chalet in the grander scheme of the Imperial Republic. The thought brought a smirk to his face as he activated his pod and stood to speak.

"The people of Naboo concur with the comments of others. The Palace Security Agency should be completely administered by His Majesty's Royal Guard." Nothing more needed to be said as Chalet pushed the button for his pod to return to its position.

The people of Commenor are very concerned with the safety of the Royal Family and other government officials, and particularly the seat of government. It is important for Capital Security and the Palace Security Agency to be well monitored and coordinated with the other divisions. We strongly support the Palace Security Agency falling under the jurisdiction of His Majesty's Royal Guard, which we hope to soon see in action and once again an organization that everyone trusts. It was a great disappointment recently with the coup on Coruscant and the attempts on the life of our Supreme Ruler. It was most unfortunate to find so many traitors in the former organization.

However, has anyone inquired if the new Guard is currently capable of taking on that task at this point in time? Or if they are even willing to do so?" Senator SeiraJenat inquired. "It is all well and good that we seem to be in consensus about the Guard taking on the task. However, the new Guard is, at this point in time, a naiacent originzation at this point in time. They might not have the resources available to them at this time for the undertaking."

My esteemed colleague, the Palace Security Agency already exists and is fully manned. The purpose of this vote is to simply determine under which authority the PSA shall operate, and under who's jurisdiction and supervision. It has become apparent that this agency acts like any other law enforcement agency, though it was primarily a security force. Therefore it was decided that in order for their authority to make arrests and carry out their duties properly they need to be underneath a body that already has that authority, unless of course we decided to vote for them to run independently as an agency, which clearly, we did not. Therefore the purpose of this debate is to decide which organization shall have supervisory powers over the Palace Security Agency, and it seems clear that we have decided by majority vote of that fact. Now if there are no further comments or votes, Chancellor, I move that we confirm this matter as resolved and make it official, and move on to the next item on the agenda.
